A contraband investigation at the Lucas County Jail has produced felony charges against a Toledo defense attorney, court records show.
Phillip Carlisle faces two felony counts of obstructing official business, filed by Lucas County prosecutors through a bill of information — the written accusation that opens a criminal case without a grand jury. The charges grew out of allegations that contraband was brought into the jail.
The Lucas County Sheriff’s Office ran the investigation before handing its findings to prosecutors. Reports obtained by the 13 Action News I-TEAM run to 28 pages and include video footage, attempts to speak with inmates and recorded jail phone calls; investigators say Carlisle appears in the records and was seen on video.
Felony prosecutions of practicing defense lawyers are rare in northwest Ohio, and a conviction could put Carlisle’s law license at risk. No court date has been set, and attempts to reach him for comment had not been returned.
