Gov. Gavin Newsom signed Assembly Bill 2017 into law to formally recognize two Islamic celebrations in California. The measure allows state workers to use existing paid leave to observe these specific occasions. The statute formally took effect on Sept. 10.

The legislation formally recognizes the celebrations of Eid al-Fitr and Eid al-Adha. Assemblymember Matt Haney introduced the measure to Newsom. Haney introduced the legislation earlier this March in partnership with several Muslim communities and organizations.

“California is home to one of the largest and most vibrant Muslim communities in the country, and their traditions deserve recognition and respect,” Haney said in a press release. “Recognizing Eid in state law is an important step toward ensuring every Californian can celebrate their holidays with their families without being forced to make unnecessary sacrifices.”

The measure provides tools for schools and public workplaces across California. These tools help participants practice their faith without academic barriers. It also removes obligatory career barriers.

“AB 2017 reflects the Commission’s shared commitment to a California where our public institutions recognize and respect the communities they serve,” Commission Chair Jason Paguio said in the release. “By formally recognizing Eid al-Fitr and Eid al-Adha, our state affirms the cultural significance of these observances while giving schools and public workplaces practical tools to support those who celebrate them.”

State legislation can officially designate cultural observances in California legal codes. Such measures allow public institutions to adjust internal leave policies. Public agencies then implement standard rules for employees.

The signed measure applies to public workplaces and educational settings statewide.
