Shunki E. Fleming faces a homicide probe after a fatal Sacramento state prison attack Tuesday morning. Officials are investigating the incident following the death of another inmate at an outside medical facility.

Correction staff were escorting Fleming and Mario Ortega in a golf cart at California State Prison, Sacramento. The transport occurred at about 10:50 a.m., according to the California Department of Corrections and Rehabilitation.

Fleming, 29, “manipulated his way out of his hand restraints,” prison officials said. He then allegedly began attacking Ortega.

Staff intervened quickly. Officers managed to place Fleming in handcuffs. Ortega was already badly wounded.

Prison workers called 911. They attempted life-saving measures on the wounded man. Ortega was taken to an outside medical facility. Medical staff pronounced Ortega, 47, dead at about 11:50 a.m. Correctional officers located an improvised weapon at the scene of the attack.

Staff rehoused Fleming in the restricted housing unit. He remains there pending further investigation.

Fleming entered state custody on Aug. 8, 2019. He was initially sentenced in Los Angeles County to 42 years for second-degree robbery and assault with a semiautomatic firearm. Court records show additional convictions in 2021 and 2025 for manufacturing a deadly weapon inside a prison.

Ortega had been incarcerated since April 29, 1999. He was serving a life sentence with parole for kidnapping, carjacking and forcible sodomy. Records show he was also sentenced in 2025 for manufacturing a deadly weapon in prison.

The California Department of Corrections and Rehabilitation manages state prison facilities and oversees internal criminal investigations. Homicide probes inside state prisons involve institutional staff and regional law enforcement investigators. Restricted housing units temporarily isolate individuals separated from the general prison population during open inquiries.

The Sacramento prison attack remains under active investigation by state corrections officials.
